1. Map performance objectives

Pull each performance objective straight from the PWS paragraph that created it.
State the standard in measurable terms (response time, completion rate, defect count).
Name the acceptable quality level (AQL) and the consequence of missing it.

2. Choose a surveillance method

Random sampling for high-volume, repeatable work such as routine work orders.
100% inspection for safety-critical or low-volume tasks.
Periodic inspection and customer feedback for perception-driven objectives.

3. Set frequency and sample size

Tie frequency to volume: weekly for daily work, monthly for recurring PM.
Document sample size and how records are selected so the COR can reproduce it.

4. Define evidence and rollup

List the artifact that proves each check: photo, signature, GPS timestamp, inspection score.
