PWS & QASP compliance checklist

Twenty-four checkpoints program managers and QC leads use to keep a federal services contract audit-ready — from contract setup through monthly reporting.

1. Contract setup

  • PWS, QASP, and every modification stored in one versioned repository.
  • Period of performance, option years, and key deliverable dates recorded.
  • CLINs loaded with funded value, ceiling, and billing type.
  • Contracting officer, COR, and QA representative contacts documented.

2. Requirement mapping

  • Every PWS paragraph mapped to an owner and a measurable standard.
  • QASP surveillance method recorded per requirement (inspection, sampling, customer complaint).
  • Acceptable quality levels (AQLs) defined with numeric thresholds.
  • Deduction or incentive language noted next to the requirement it affects.

3. Work execution evidence

  • Work orders carry the requirement or CLIN they satisfy.
  • SLA clocks start at intake, not at assignment.
  • Field completion captures photo, timestamp, GPS, and signature.
  • Reopened or rejected work is tracked separately from first-time-right completions.

4. Inspections and QC

  • Sampling plan documented with sample size and frequency.
  • Inspection templates mirror the QASP surveillance method.
  • Failed inspections generate corrective-action work automatically.
  • Corrective actions have a due date and verified closure evidence.

5. Cost and CLIN burn

  • Labor hours, parts, and vendor invoices coded to a CLIN at entry.
  • Burn rate reviewed weekly, not at month end.
  • Projected exhaustion date calculated per line item.
  • Overrun risk escalated in writing before funds are committed.

6. Reporting and audit response

  • Monthly activity report generated from live data, not manual rollups.
  • Evidence packet exportable per requirement within one business day.
  • Immutable audit trail for status changes and approvals.
  • Prior-period reports retained for the full contract retention window.
